Today, PMAA filed comments with the EPA on its plan to regulate Greenhouse Gases (GHGs) under the Clean Air Act (CAA). In its comments, PMAA suggested that the CAA is not the most effective tool to regulate GHGs and would likely cause significant harm to the US economy. “ Trying to address GHG emissions through the existing provisions of the CAA will not only do great economical harm to the US, but will also fail to provide an effective response to reducing greenhouse gases.”

PMAA further argued that the EPA’s plan does not address the global nature of GHG emissions or consider that “any regulatory regime that raises energy prices discriminates against poor and low-income families. Low-income and impoverished families spend more of their limited resources on energy.”

The Advance Notice of Proposed Rulemaking (ANPR) from the EPA stems from a 2007 US Supreme Court decision requiring the EPA to determine if GHG emissions from vehicles pose a health risk under the CAA and if they do then the EPA must create a framework to regulate GHG emissions. The EPA sought public comment on its plan outlined in the ANPR and will now take time to review comments received.
